I've been trying to figure out how to put audio into a mission while you are still in the hangar. I remembered that when you go to the proving ground, when the mission loads, a voice comes over the coms to tell you about the challenges. I pulled the mission up in Allied but I'm not seeing how the .wav files (that are in wave/provingground/R000001.wav-R000030.wav) are triggered. I'm starting to suspect the audio is triggered by a hard coded bit in the exe? Does anyone have any more info on this?

Not quite, all the voice files are all in the folder specified. They arent any of the tactical officers. However this is important that you mention commanding/tactical officers, because all of the game's tactical officers have voiced dialogue for what only could be used in the hangar.
IE
line 129 warning stay clear of hangar bay
line 130 other craft launching
line 131 other craft landing
line 139 power down your systems
line 140 pilots, get to your fighters
line 141 complete your systems check
line 142 get your craft ready for launch
line 143 review your weapons configuration
line 144 launch immediately
line 145 get your ship ready for flight
line 146 get going pilot
line 165 You are cleared for takeoff
line 166 You are cleared for launch
line 167 Hold your launch pilot
line 168 You are not yet cleared for takeoff
line 169 Proceed with your mission
line 170 Good hunting
line 171 May the force be with you
line 172 Do your squadron proud
line 173 Uphold the honor of this ship
line 174 Warning craft launching
line 175 Warning craft landing
etc
etc

There are several list files which reference the Yard sounds. For example:
Star Wars X-Wing Alliance\Wave\MissionVoice\1YARD.st
Weirdly this another 40 sound files which aren't in my Steam version?

No I never did solve it. I imagine there is something to this with the sheer amount of prerecorded hangar related pilot audio about being cleared for takeoff and so on. They probably planned to have a deeper hangar experience in the early development of the game.
